Sound and holistic agricultural development, as well as agrarian reform are keys in promoting industrialization and generating employment. In pursuit of inclusive growth and development, all sectors/segments of the economy and in all regions of the country shall be given optimum opportunity primarily for economic growth and development.

Republic Act No. 8435 otherwise known as the “Agriculture and Fishery Modernization Act of 1997” (AFMA 1997) mandated the construction and upgrading of farm-to-market roads (FMR) as one of the priority infrastructure interventions that has significant impacts in increasing agricultural productivity and reducing losses of Filipino farmers.

The TA aims to identify, develop and establish an appropriate monitoring and evaluation system that is updated and abreast with new technology to effectively assess the status, progress and quality of FMR projects relative to its target and objectives.

The expected outputs of the TA are as follows:

1.     Development of a web-based M&E system;

2.     Operationalization of a M&E and web-based system;

As mentioned above, the conduct of the TA will essentially lead to the design, establishment and implementation of a monitoring and evaluation system of the Department of Agriculture’s (DA) FMR projects. The TA is scheduled to be completed in a period of ten (10) months and will cover projects from 2010 to 2014 located in the seventeen (17) regions of the country. Table 1 presents an initial list of FMR projects implemented from 2011to 2013 (Bid Bulletin, October 1, 2014).
